Physical Scientist

The incumbent serves as a Physical Scientist for the Branch of Land, Mineral and Energy Resources, located in Medford, Oregon. The duties include:
Serves as project manager for large scale, high priority hazardous materials and abandoned mine land, Environmental Disposal Liability, Central Hazmat Fund, and National Priority List projects. Develops and implements projects and coordinates with district staff, setting expectations, addressing budget and schedule needs and provides process quality assurances for workload accomplishments commitments. Manages and coordinates the work of a staff of technical specialists engaged in the inventory, evaluation, reporting and remediation of physical hazards, and initial screening for environmental hazards at abandoned mine land sites. Serves as an Environmental Professional for All Appropriate Inquiries and must qualify as an Environmental Professional as defined in 40 CFR 312.10. Develops contracts, or provides technical input on contracts association with remedial actions. Basic Education Requirement:
Successful completion of a full 4-year course of study from an accredited college or university, leading to a bachelors degree or higher degree that included a major field of study in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; - OR - a combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. You will need to clearly state your undergraduate/graduate degree(s) and submit your college transcripts or a listing of your college courses that includes hours and grades. In addition to meeting the basic education requirements described above, you must also have education and or specialized experience as defined below:
Specialized Experience Requirements:
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement. Please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-11) of the position to be filled. Examples include:
Experience designing monitoring plans to determine extent of contamination in ground and surface water, vegetation, soil, and sediment; using statistical concepts and mathematical theory to develop monitoring program designs and models for the collection of representative samples from environmental systems; evaluating existing environmental studies and data to determine validity and scientific significance and assessing the need for additional information, methods, or new approaches; analyzing data to assess ecological or human health impacts. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled. Selective Placement Factors:
This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified. The incumbent serves as an Environmental Professional for All Appropriate Inquiries, and must qualify as an Environmental Professional as defined in 40 CFR 312.10. Environmental Professional means:
(1) a person who possesses sufficient specific education, training, and experience necessary to exercise professional judgment to develop opinions and conclusions regarding conditions indicative of releases or threatened releases (see 312.1(c)) on, at, in, or to a property, sufficient to meet the objectives and performance factors in 312.20(e) and (f). (2) Such a person must:
(i) Hold a current Professional Engineer's or Professional Geologist's license or registration from a state, tribe, or U.S. territory (or the Commonwealth of Puerto Rico) and have the equivalent of three (3) years of full-time relevant experience; or (ii) Be licensed or certified by the federal government, a state, tribe, or U.S. territory (or the Commonwealth of Puerto Rico) to perform environmental inquiries as defined in 312.21 and have the equivalent of three (3) years of full-time relevant experience; or (iii) Have a Baccalaureate or higher degree from an accredited institution of higher education in a discipline of engineering or science and the equivalent of five (5) years of full-time relevant experience; or (iv) Have the equivalent of ten (10) years of full-time relevant experience. (3) An environmental professional should remain current in his or her field through participation in continuing education or other activities. (4) The definition of environmental professional provided above does not preempt state professional licensing or registration requirements such as those for a professional geologist, engineer, or site remediation professional. Before commencing work, a person should determine the applicability of state professional licensing or registration laws to the activities to be undertaken as part of the inquiry identified in 312.21(b). (5) A person who does not qualify as an environmental professional under the foregoing definition may assist in the conduct of all appropriate inquiries in accordance with this part if such person is under the supervision or responsible charge of a person meeting the definition of an environmental professional provided above when conducting such activities. Relevant experience, as used in the definition of environmental professional in this section, means:
participation in the performance of all appropriate inquiries investigations, environmental site assessments, or other site investigations that may include environmental analyses, investigations, and remediation which involve the understanding of surface and subsurface environmental conditions and the processes used to evaluate these conditions and for which professional judgment was used to develop opinions regarding conditions indicative of releases or threatened releases (see 312.1(c)) to the subject property.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
