For the GS-7:
Applicants must have one year specialized experience equivalent to at least the GS-5 grade level. Examples of specialized experience are:
Participated in the review of statements of work and financial plans for agreements, contracts, permits, or related instruments, including reconciliation of expenditures; Assisted in the preparation and negotiation of terms, conditions, cost, schedule, and closing out of agreements, contracts, permits, or related instruments; Prepared correspondence and provided information to others relating to administrative and fiscal matters; OR One full year of graduate level education (at least 18 semester hours). Graduate level education must be directly related to the position and demonstrates the knowledge, skills, and abilities necessary to do the work; such as:
contracting, financial management, business administration, or public administration; OR Superior Academic Achievement (go to this site to determine if you are eligible:

The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work; OR An appropriate combination of graduate level education and specialized experience as described above that together meet he qualification requirements of the position. For the GS-9 level:
Applicants must have one year of specialized experience equivalent to at least GS-07 grade level. Examples of specialized experience are:
Prepared or reviewed grants and agreements and/or acquisition proposals to ensure alignment with statutes, regulations and policies; Provided support in the execution and administration of grants, agreements, or acquisitions/contracts; Assisted in the closeout of grants, agreements and/or contracts/acquisitions including reconciliation of expended funds and/or reviewed statements of work and financial plans to determine appropriate instrument and applicable provisions; OR Masters Degree or have successfully completed two (2) full academic years of graduate level education or completion of all requirements for an LL.B. or J.D. degree. Graduate education must be directly related to the position and demonstrates the knowledge, skills, and abilities necessary to do the work; such as:
contracting, financial management, business administration, or public administration; OR A combination of successfully completed graduate level education and specialized experience that together meet he qualification requirements of the position. For the GS-11 level:
Applicants must have one year of specialized experience equivalent to at least GS-09 grade level. Examples of specialized experience are:
Monitored grants and agreements to assess compliance with regulatory, policy, and reporting requirements; Performed standard grants and agreements administration tasks; Conducted standard grants and agreements close-out processes, including the preparing of final assessments for compliance with statutory and agency requirements for disposition of property, financial and accounting reconciliation, and resolution of any adverse audit findings and/or applied work methods when performing grants and agreements pre-award tasks; OR Ph.D or equivalent doctoral degree or three years progressively higher level graduate education which must be directly related to the position and demonstrates the knowledge, skills, and abilities necessary to do the work; such as:
contracting, financial management, business administration, or public administration; OR A combination of successfully completed post graduate level education and specialized experience as described above that together meets the qualification requirements of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT:
If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
